GREENWOOD VILLAGE, Colo., May 3 /PRNewswire-FirstCall/ -- CIBER, Inc. today announced it will offer a complimentary educational webinar featuring Joseph Feiman, Vice President and Research Director for Gartner and author of "The Economics of AD Outsourcing: Can Indiana Compete with India," on the topic of when, where and how to outsource application development and support work.
