CodeGear Has Free Eclipse-Based Dev Pack for Java, Open Source
A dev pack instructs developers on how to use Graphical EJB Workbench, which provides a simplified RAD development experience for both novice and experienced JEE developers alike, according to CodeGear VP David Intersimone, who has recently sent a note to developers about the recent availability of the free download.

I found no "free software" at the linked URL. I only found a bunch of presumably marketing-oriented videos and a 30-day demo download of JBuilder. Talk about the ol' bait-and-switch.
